Canon Points
Additional information depending on the exact canon point I might be playing Tara from. Spoilers, obviously, but I'll try to keep these limited to what is important for playing her.
Early Canon
If Tara is specified as being Minder Two, then she's from the early 2000s, usually about the time of Operations Stormfront and Dandelion. Tara drinks, smokes, and shags liberally, idly self destructive as a way of relieving the stress from her job. She lives in a bedsit in Kensington, but she's never going to take you back there so don't ask. Romance is off the cards.
Late Canon
If Tare is specified as being Minder One, then I'm probably taking her from between Private Wars and The Last Run. She's a little more controlled right now, drinking and smoking less and not really shagging many people - especially not random hookups. She lives in Camden Town with her small daughter Tamsin, but again, you're unlikely to find this out. If you meet her in the field, and have reason to, you're more likely to recognize her name if/when she gives it to you.
Post-Canon
If Tara is D-Ops, then she's living and working in London and much less likely to run into you in the field. Still constantly stressed, still likely to be called into the office at all hours of the day. And Tamsin is still there, if older. Romance/domestic situations more likely.
